One of the first changes resulting from HB 1698 was the termination of the Workers’ Compensation Commission arbitrators for the State of Illinois on July 1, 2011. The IWCC's Workers' Compensation Advisory Board was charged with advising Governor Quinn on arbitrator appointments and reappointments.
According to the press release, 10 former arbitrators were not reappointed by Governor Quinn. They include:
- John Dibble, Gilberto Galicia, James Giordano, Kathleen Hagan, Robert Lammie, Andrew Nalefski, Richard Peterson and Joseph Prieto.
- Charles DeVriendt will be appointed to the Commission instead.
- Jennifer Teague, a former arbitrator who resigned as of July 30, 2011.
New Illinois workers' compensation arbitrators are:
- Peter Akemann appointed to a 1-year term
- George Andros appointed to a 1-year term
- Milton Black appointed to a 3-year term
- Kurt Carlson appointed to a 2-year term
- Brian Cronin appointed to a 2-year term
- Carolyn Doherty appointed to a 2-year term
- Greg Dollison appointed to a 2-year term
- Anthony Erbacci appointed to a 3-year term
- Robert Falcioni appointed to a 3-year term
- Barbara Flores appointed to a 2-year term
- Joann Fratianni-Atsaves appointed to a 3-year term
- Gerald Granada appointed to a 1-year term
- Douglas Holland appointed to a 1-year term
- Gerald Jutila appointed to a 1-year term
- David Kane appointed to a 3-year term
- Svetlana Kelmanson appointed to a 3-year term
- Jacqueline Kinnaman appointed to a 1-year term
- Edward Lee appointed to a 2-year term
- Joshua Luskin appointed to a 2-year term
- Molly Mason appointed to a 2-year term
